Will you please refer to Foreign
Office official letter F 3258/399/10 of the
17th of July, a copy of which was sent to
the Treasury, in which the Foreign Office
asked that the cost of relief to Hong Kong
University students who escaped to free China, estimated at approximately $13,000
during the year 1943, should be met from the interest on Hong Kong University funds.
In considering this proposal it,
to be borne in mind that there is not at
present anyone who is legally in a osition/
to make or to authorise any payment from
the University funds which are held by
Hong Kong and Shanghai Bank.
It is true that during the
Chief
emergency period Morse, the C
Manager of the Bank, felt justified, with
our concurrence, in making certain payments from these funds, for example, for the
provision of extra dormitory accommodation
at certain Chinese Universities extending
hospitality to students who have escaped
from Hong Kong. In making these pay
he was relying on nis action being
approved in due course by the Univers:
